Introduction As part of actions to be taken in the Year of the Bicentennial, and the deepening of public policies that address the Ministry of Social Development nation, by decision of Dr. Alicia Kirchner will be held in the month of November 2010 the "First Latin American Congress of Microcredit and Social Economy, Our Word has credit."

With the completion of this first Congress, seeks to recover experiences and discussions of meetings previously developed by the National Committee for Microcredit (CONAMI) from the People's Bank of Good Faith (BPBF), Management Network Associate (RGA) and Local Management Consortium (GLC).

propose for the "First Latin American Congress of Microcredit and Social Economy, Our Word has credit" , strengthen Associated Management model carried forward from the CONAMI to and from the experiences of social organizations, provincial and municipal governments, and respecting regional particularities.

consider it an opportunity to share and reflect on the potentialities of the Microcredit tool in the political arena of the social economy and incorporate the experience developed in our country in the Latin American regional environment.

Objectives:

• Position the Micro-credit as a strategic tool for the promotion and development of popular finance processes and experiences of the Social Solidarity Economy in Latin America.

• Reflection from the experiences of different management models that promote a strategic shift in the construction of the National Project and Latin American People.

• Analyze the role of public policy in promoting development, including with social organization and redistribution of income.

• Identify and systematize Microcredit in the Social Economy of Latin America, taking into account the multiplicity of processes in development of the region. Crosscutting

To achieve the proposed objectives, all activities to develop in this time of work and the First Congress will revolve around the following themes:

1 - STATE ROLE IN the regulation and promotion of microcredit SOCIAL ECONOMY

is proposed for critical reflection on the state's role in creating conditions that allow or encourage the development of social solidarity economy, and especially, microcredit as a tool.

2 - NEW FORMS OF INSTITUTIONAL

The development of various models of joint management between social organizations and / or sector with the national state, provincial or municipal instituting practices generated from multi-actor spaces. In these processes, often working spaces are institutionalized and / or acquire new laws that help to consolidate spaces of Social Economy and Solidarity.

3 - MICROCREDIT SOCIAL AND ECONOMIC CONSTRUCTION PROJECT NATIONAL AND POPULAR

Microcredit can not be understood outside the field of Social Economy and Solidarity. The reflection about the transverse axis should allow identifying the paradigm of state and social organizations and / or Sectoral currently in effect. It aims to identify possible ways to strengthen political project development with social inclusion.

• Challenges of scale and potential of microcredit.

• Design methodology in microcredit programs.

• technical and financial sustainability of microcredit programs

• Current laws and instruments for the promotion of microcredit and Social Solidarity Economy (Financial Institutions Law and the draft Financial Services Act, Basel Accords, Law No. 26117, Collective Brands, Social effectors, regulatory frameworks, provincial and municipal). Social Economy Act. Marketing on the Social Economy

• Complementarities and possible joint actors of the Social Solidarity Economy and Financial System (Public Bank, Cooperative Bank).

• Spaces of Social Economy sector. Peasant and family agriculture, urban garbage, Social Production of Habitat, Organizations of Retired Persons, Indigenous Peoples, Youth, Gender, Cooperative.

• Model Management Policies

• Why and wherefore of the participation and coordination of actors: multi-actor spaces, social organizations, Private Sector and the State.

Methodology:

From CONAMI understand realize that to reach successfully "First Latin American Congress of Microcredit and Social Economy, Our Word has credit" , all previous actions should promote, encourage and facilitate discussion and participation of each of the actors involved at various levels of organizations and the State (social networks and organizations, provincial and municipal governments and entrepreneurs, among others).

For this reason, we present guidelines for submission of papers, experience and work linked to the crosscutting issues outlined above. Attached as Exhibit I reporting requirements.
